Tied children, unsanitary conditions, cockroaches in the food block, lack of the simplest shelter

There were 22 children and 53 adult wards in the institution.

The monitoring group found the following:

- one inmate of the psycho-neurological institution was in bed with his hands tied. The staff explained the need to fixation the boy with a nervous attack that happened to him. At the same time, there were no records of the child's examination by a doctor in the medical records;

- other cases of the use of physical restraints on inhabitants were found. And this is without legal grounds. At the same time, non-certified means are often used to fixation children - items of clothing and sheets.

Such actions of the institution's administration and staff may be considered torture, cruel or degrading treatment or punishment, in accordance with Article 3 of the Convention for the Protection of Human Rights and Fundamental Freedoms.

- systematic cases of inhabitants receiving bodily injuries. In the report notes of the staff, it is mentioned about injuries of children as a result of falling from beds, self-harm during psychomotor excitement. However, the administration did not provide confirmation regarding the medical examination of the injured;

- some wards needed urgent sanitary and hygienic care, had soiled bedding, worn clothes;

- an unusable elevator is used for transporting children and persons with disabilities;

- lack of staff;

- there is no simple shelter: during an "air alarm" children stay either in the rooms or in the corridor.

Without our support, six-year-old Mariia Zaslavska cannot overcome the consequences of a severe illness. Please help us raise funds for life-saving medical supplies!

- some premises need immediate repair;

- non-compliance with the minimum standards of space per child in individual rooms, which violates their right to privacy.

- cockroaches in the food block.

In order to restore the violated rights of inhabitants of the orphanage-boarding home, relevant response letters were sent to law enforcement agencies and the Dnipropetrovsk Regional Government.

The situation is under my control.
